To pass any lead related course for certification, the student must, not only, pass a written examination, but must pass a hands-on skills assessment.  What the student needs to do to pass the skills assessment will be handled elsewhere.  Here, we wish to impress that the skills assessment must be in writing for each student.  The written skills assessment is part of both Federal and state recordkeeping requirements.  As far as the government is concerned, if it is not on file, in writing, it did not occur.
